Job purpose

To provide legal and procedural support in preparing and submitting bids for public procurement works in Romania, ensuring full compliance with applicable legislation and tender requirements.

Key responsibilities

  • Monitor, review, and analyze public procurement opportunities on 
    e-
     (SEAP platform).
  • Review tender documentation (instructions to bidders, contract terms, technical requirements) and identify legal and compliance risks.
  • Prepare, draft, and submit legal and administrative sections of tender proposals.
  • Ensure all documentation is complete, accurate, and submitted within deadlines.
  • Coordinate with technical and commercial teams to align legal documents with project and financial requirements.
  • Provide legal advice during clarifications, negotiations, and contract award processes.
  • Maintain updated knowledge of Romanian 
    public procurement law (Law no. 98/2016 and related regulations)
    .
  • Support in managing bank guarantees, powers of attorney, and compliance certificates.

Qualifications & Experience

  • Degree in Law (LLB or equivalent).
  • Minimum 
    3–5 years of experience
     in public procurement procedures, preferably in 
    construction or infrastructure works
    .
  • Proven experience with the 
    e- (SEAP)
     system.
  • Strong knowledge of Romanian public procurement legislation.
  • Excellent legal drafting and document review skills.
  • Strong communication skills in Romanian and English.

Preferred skills

  • Experience working with international contractors or joint ventures.
  • Ability to work under tight deadlines and manage multiple bids simultaneously.
  • Detail-oriented with strong organizational skills.
