Role Description

We are looking for a 
Senior Bid Specialist
 to strengthen our Business Development and Bidding team in Bucharest. This is a full-time, on-site role.

The consultant will be responsible for managing the entire bid lifecycle, from opportunity identification to submission, ensuring compliance with public procurement laws and client requirements.

The role involves leading responses to RFPs, RFQs, and RFIs, coordinating internal and external stakeholders, and delivering high-quality proposals that maximize CODATA's chances of success in competitive tenders.

Key Responsibilities

  • Identify, analyze, and qualify opportunities in public procurement platforms (e.g. SICAP, EU tenders).
  • Lead the preparation of bid responses, including technical and financial proposals.
  • Ensure all submissions comply with procurement regulations, client requirements, and internal policies.
  • Coordinate with technical teams, presales, legal, and management to gather input and align on strategy.
  • Develop templates, processes, and best practices for bid management.
  • Manage clarifications, Q&A, and communication with contracting authorities.
  • Support contract negotiations and handover to project teams after contract award.
  • Maintain knowledge of relevant procurement laws (Romanian legislation, EU directives).
  • Track bid performance KPIs and continuously improve win rate.

Qualifications and Skills

  • 4+ years of experience in bid management, tendering, or public procurement.
  • Strong expertise in preparing and submitting responses to 
    RFPs, RFQs, RFIs
    .
  • In-depth knowledge of Romanian public procurement framework (Legea 98/2016, HG 395/2016, OUG 66/2011) and EU directives.
  • Familiarity with public procurement platforms (SICAP, TED – Tenders Electronic Daily).
  • Excellent project management and coordination skills.
  • Strong writing, editing, and presentation abilities in Romanian and English.
  • Proven ability to work under tight deadlines and manage multiple bids simultaneously.
  • Bachelor's degree in Law, Business, Economics, or related field.
  • Professional certifications in procurement or bid management (e.g. APMP) are a plus.
