Brief task description
The System Engineering Manager is responsible for developing and leading projects that are carried out in Hitachi Rail Bucharest within an international environment (cooperation with other Hitachi Rail entities) and is accountable for quality, budget and schedule, according to Software Development & Test Center strategy and objectives.
We are looking for an SEM who is active before the start-up of the project, being involved in the bid phase, collecting the estimations from all relevant stakeholders and creating the project schedule. The SEM is responsible for the consistent estimation and commitment of the development project scope and delivery approach by the contributing departments according to the scope defined and the set cost limits in time with the Bid schedule.
We are looking for an outstanding applicant who can demonstrate the following qualities:
Professional competency:
In the bid phase the SEM has the following roles
:
- Identifying and organizing solution breakdown in collaboration with the project design authority in order to optimize the project delivery approach
- Identify and analyses project stakeholder and involve them to establish the best project setup
- Reviews and manages project risks together with Stakeholders to define the optimal risk profile
- Define the development scope based on the input by the Project Design Authority and establish project planning approach and project schedule
- Defines the Work Break Down Structure for the development project
- Manage project estimations by line management and/or Work Package
- Managers for the defined development project scope and drives the optimization of the technical offer to meet target cost
- Document the development scope and assumptions in Realistic Engineering
- Estimation Commitment Sheet (REEC) and manages commitments of involved departments by line management are given
- Establish planning baseline for earned value analysis during the project execution
- Liaise with the bid manager to prepare the cost commitment review (CCR) and contribute to bid gates
- Organize challenge meeting within Engineering in case the cost limits or schedule limits could not be reached.
- During project Launch SEM is responsible for the consistent launch of the development project scope and delivery approach by the contributing departments according to the scope defined in the bid and the resolution of deviations to achieve the development project cost baseline at project start
During project execution
The SEM is responsible for the complete project management of the of the development project (Generic Application) scope ensuring the given and tailored processes are applied optimally to reach the project scope, time and cost objectives. Furthermore, the SEM is responsible to manage deviations in collaboration with the project team, line management to the reach stakeholder satisfaction

- Manage the project complete calculation and report the technical debt baseline
- The SEM is responsible for the complete project management of the of the development maintenance project scope ensuring the given and tailored processes are applied optimally to reach the project scope, time and cost objectives
- The job holder will interact with the project management teams, ensuring the team interface to all ongoing projects
Professional competencies/Education/Qualification
- Technical University Degree (e.g. in Computer Science, Electronics, Informatics,
Automation Systems, Transportations or other related fields)
- Project management know-how, analytical and structured working approach, ability to work on own initiative and within a team
- IT/Programming knowledge
- Wide degree of creativity and flexibility is expected; also excellent communication skills are required for collaboration with colleagues within the management - all levels
- Project management certifications are a plus
- Railway signaling know-how would be an advantage
Requested technical competencies
- At least 5 years of experience in project management
- Good knowledge of development process
- Ability to understand and debate on complex technical issues
- Knowledge of project management, configuration and change management tools
- Proven experience working in Agile teams
- Good understanding of the railway domain requirements is desirable
