Fuel & Automation Specialist / Technical Bid Engineer
We are looking for a Fuel & Automation Engineer/Project Manager with expertise in the Oil & Energy industry, leading automation and control system projects, overseeing maintenance and technology services, and ensuring reliable operation of critical oil & gas infrastructure.
This role combines technical expertise in automation systems with project management skills to deliver safe, efficient, and cost-effective maintenance solutions (minimize downtime, optimize performance, and ensure safety, reliability, and regulatory compliance with industry standards).

Main goals
- (Bidding)
analysis and preparation of construction offers/bids in response to requests for proposals from customers, in accordance with TSG Romania's objectives and procedures. - (Project management)
plans and supervises a wide range of automation projects in Romania (Oil and Energy industry) from the start of the process to the successful finish of works and turn-key delivery. - (Engineering/Technical specialist)
designs, configures, and maintains automation systems; knows automation methodologies and procedures applicable on-site and oversees project management processes off-site, ensuring procedures and deliverables are completed in a timely and efficient manner.
Responsibilities
Bidding
- Verification of technical requirements of each project – project specifications, data sheets, plans, technical memorandum, etc.;
- Verification and/or preparation of quantity list and analyzes the contract/the order and other informative documents for the identification and classification of the requirements (client, legal, specific, etc.);
- Collaborates with internal technical and commercial teams and external partners to determine the specifications of the project and to assess the need for labor and equipment;
- Proposes and details technical approaches, engineering scenarios, and assists in preparing detailed budgets to meet our clients' expectations;
- When needed, contacts directly different material providers and labor subcontractors to obtain price offers and negotiate commercial agreements with vendors and suppliers to reach profitable agreements;
- Carries out the comparative analysis of the offers received from suppliers/subcontractors, evaluates the price offers and budgeting - and determines needed resources (Manpower, equipment and materials) from start to finish with attention to budgetary limitations and estimates indirect costs, including costs for equipment and coordinating staff.
Project management
- Manages end-to-end automation and maintenance projects, from feasibility studies to commissioning (define project scope, objectives, prepare technical documentation, work packs, and risk assessments, lead multidisciplinary teams, including subcontractors, suppliers, and client representatives, monitor project progress, report status, etc.);
- Participates in project meetings - internal as well as external technical meetings for design, coordination, with the client's consultants; provides specialized technical support to site managers for the works offered;
- Prepares the execution schedules, technical proposals, Quality Plan or other necessary documents requested by the Beneficiary, in the bidding stage; preparation of any documentation related to the project he oversees;
- Updates the TSG team on its activities in order to comply with the client's requirements determined along the way or modified;
- collaborate with different teams of professionals/ different disciplines - multidisciplinary teamwork with civil, mechanical, and HSE engineers;
- Monitor, evaluate progress, and prepare detailed internal and external reports pertaining to job status;
- Ensures full compliance with all quality, health, and safety standards; reports and solves potential occurring issues.
Engineering/Technical Specialist
- Fuel Piping & Process Systems
- knowledge of fuel storage tanks, dispensers, and underground piping; leak detection systems, cathodic protection, and environmental compliance.
- Electrical Engineering
– knowledge of medium and low voltage power distribution for station equipment, explosion-proof / ATEX standards for hazardous areas, grounding, bonding, and lightning protection systems. - Automation & Control
- SCADA systems for fuel monitoring and station management; tank gauging, level measurement, and overfill prevention systems, PLC, DCS, instrumentation; perform preventive, predictive, and corrective maintenance of automation and electrical systems.
Qualifications and Skills
- Bachelor's degree in Automation, Electrical, Electronics, Instrumentation, or related field;
- 5–10+ years of experience in automation engineering and project management within the oil & gas industry, preferably in the field of industrial constructions and/or installations;
- Proven experience as an automation engineer and in-depth understanding of procedures, materials, industrial equipment, and laws and regulations in this field;
- Experience in the field of bidding (portfolio of important works) and previous experience in preparing for auctions;
- Computer skills: Microsoft Office (Word, Excel, PowerPoint), AutoCAD is a plus
- Good command of English;
- Excellent organizational and time-management skills;
- Good communication and negotiation skills (clients, suppliers, and contractors);
- Problem-solving under pressure (e.g., delays, safety incidents);
- Proactive attitude and analytical spirit;
- Seriousness, responsibility, attention to detail.
