Senior Bid Expert

We are seeking a seasoned professional to lead our bidding process as Bid Senior Expert.

This critical role involves coordinating complex bids, managing timelines, and ensuring compliance with national and international procurement regulations.

The successful candidate will have a proven track record in bid management, strong analytical skills, and the ability to work effectively in multi-disciplinary teams.

Key Responsibilities

Bidding Process Management:

1. Monitor public bid announcements and identify relevant opportunities.
2. Develop submission plans and tracking deadlines and deliverables.
3. Assist in the preparation of eligibility and qualification checklists, ensuring compliance with all requirements.
4. Support expert identification and coordination, ensuring the right expertise is engaged for each bid.
5. Collect and organize company documentation, CVs, credentials, and other necessary materials for bid submissions.
6. Draft and submit clarification requests to contracting authorities as needed.
7. Integrate proposals for services, ensuring alignment with eligibility and qualification criteria, and compliance with minimum requirements.
8. Submit offers and respond to clarification requests from contracting authorities.
9. Monitor award decisions and provide insights on outcomes.
10. Assist in the preparation of challenges when necessary, ensuring adherence to legal and procedural standards.
11. Provide support for contract management and reporting, acceptance of deliverables.

Consortium and Subcontractor Coordination:

1. Identify and engage with external companies for consortium agreements and subcontracting opportunities.
2. Coordinate with consortium partners and subcontractors throughout the bid submission process, ensuring effective collaboration and communication.
3. Review documentation provided by consortium partners and subcontractors, ensuring compliance with EY standards and bid requirements.
4. Prepare consortium and subcontracting agreements in accordance with EY and applicable regulations.

Data Management and Compliance:

1. Provide horizontal support for the electronic archiving of bid files and maintain internal databases.
2. Ensure all documentation is organized, accessible, and compliant with internal and external standards.

Training and Development:

1. Deliver internal training sessions on public procurement rules and bid preparation best practices.
2. Encourage continuous improvement and knowledge sharing within the team.

Required Skills and Qualifications:

University degree and experience: The ideal candidate should hold a university degree and possess at least 5 years of experience in national public procurement, with a proven track record of successful bid management.

Language proficiency: Excellent written and verbal communication skills in Romanian and English are required. Proficiency in additional languages is considered an advantage.

Technical skills: Proficient IT skills, particularly in Microsoft Word, Excel, and PowerPoint, are essential.

Personal attributes: A constructive attitude towards challenges, strong analytical and problem-solving skills, attention to detail, and a commitment to high quality and accuracy are highly valued.
