The role of Bid Junior Expert involves assisting in complex bidding processes involving both public and private procurement channels, supporting multiple service lines and strategic initiatives.

You will navigate national public procurement legislation as well as the specific procurement rules of international donors and European institutions.

Key responsibilities include:

  • Bidding process support: Monitoring public bid announcements, identifying relevant opportunities, developing submission plans, tracking deadlines and deliverables.
  • Eligibility and qualification support: Ensuring compliance with requirements, collecting and organizing company documentation, drafting and submitting clarification requests.
  • Consortium and subcontractor support: Identifying and engaging with external companies for consortium agreements and subcontracting opportunities, reviewing documentation for compliance with EY standards.
  • Data management: Electronic archiving of bid files, maintaining internal databases, ensuring documentation is organized and accessible.

Skills and qualifications required:

  • University degree
  • Up to 2 years of experience in public procurement or related fields, with a willingness to learn and grow in bid management
  • Hands-on experience with SEAP public tendering procedures
  • Basic knowledge of national public procurement legislation
  • Excellent written and verbal communication skills in Romanian and English
  • Proficient IT skills, particularly in Microsoft Word, Excel, and PowerPoint
  • Strong attention to detail and commitment to high quality and accuracy
  • Positive attitude and constructive approach to challenges
  • Ability to work effectively in multi-disciplinary teams and collaborate with diverse stakeholders
