The Head of Human Resources – SBP Bucharest will serve as a senior leader overseeing all human capital functions for the branch office. This includes talent acquisition, employee relations, performance management, learning and development, compensation & benefits, HR operations, and compliance. The role requires strong leadership, business acumen, and a deep understanding of Shared Services dynamics to build scalable and efficient HR systems aligned with the company's strategic objectives.
This position reports to the Head of HR EMEA and functionally to the Head of Location and will work closely with business leaders across the organization to ensure the branch office supports and enhances overall business performance.
Key duties and responsibilities Key Responsibilities:
HR Strategy Development and Implementation : Lead the development and implementation of the HR strategy for the SBP branch, ensuring alignment with the SCOR Group HR strategy. Adapt and implement SCOR's Group HR processes (performance management, compensation review, etc.) and systems (e.g., SCOR & Me) to support and scale HR operations suitable for a growing SBP environment.
Budget : Manages the local HR Buget.
Management of Local HR Roles: Manage local Talent Acquisition, Payroll & Benefits, and HR Generalist/HR Administration roles. Ensure these functions are effectively providiting relevant local HR services. Provide leadership, ensure high performance, professional development and close collaboration with HR collagues in comparable roles in other locations.
Payroll and Benefits Management: Implement and oversee the payroll and benefits administration to ensure accurate and timely processing of employee compensation. Develop and manage benefits programs that are competitive and aligned with the company's strategic goals. Ensure compliance with local regulations and SCOR Group compensation policies regarding payroll and benefits.
Talent Acquisition and Onboarding : Drive end-to-end talent acquisition and onboarding strategies to support rapid hiring needs. Develop and implement effective onboarding programs to integrate new hires seamlessly into the organization.
Workforce Planning : Partner with the Global HR BP and business leaders to align workforce planning with operational goals. Ensure that the workforce planning supports the strategic objectives of the branch and the overall organization.
Learning, Development, and Succession Planning : In alignment with SCOR HR Group's standards design and implement learning, development, and succession planning programs. Foster a culture of continuous learning and professional growth.
Employee Relations and Engagement : Oversee employee relations, engagement, and retention initiatives. Develop strategies to enhance employee satisfaction and retention, and address any employee concerns or conflicts effectively.
Compliance and Policy Implementation : Ensure compliance with local labor laws and corporate policies. Adapt and implement Group policies and processes to meet local requirements and support the branch's operations.
Change Management and Cultural Integration : Lead change management and cultural integration efforts as the new branch grows. Promote a positive organizational culture that aligns with SCOR's values and supports the branch's growth.
HR Analytics and Reporting : Develop HR analytics and reporting to provide data-driven insights to leadership. Use HR metrics to inform decision-making and improve HR processes.
Diversity, Equity, and Inclusion : Champion diversity, equity, and inclusion within the workplace. Develop and implement initiatives to promote a diverse and inclusive work environment.

Lead the development and implementation of the HR strategy for the SBP branch in alignment with SCOR HR.
Support and scale HR operations, systems, and processes suitable for a growing SBP environment.

Required experience & competencies
- 10+ years of progressive HR experience with at least 5 years in a leadership role.
- Proven experience in establishing or scaling HR operations in a SBP / Shared Services or similar setup.
- Strong knowledge of HR practices across talent management, employee lifecycle, and compliance.
- Excellent interpersonal, communication, leadership and stakeholder management skills.
- Strategic mindset with the ability to manage change in a dynamic environment.
- Experience with HRIS systems and digital transformation of HR functions and their implementation.
- Ability to influence and inspire across all levels of the organization.
Experience in a multi-national or matrixed organization is a plus
Required Education
- Bachelor's degree in Human Resources, Business Administration, or a related field.
- Master's degree in Human Resources, MBA, or related discipline preferred.
- Professional HR certifications (e.g., SHRM-SCP, SPHR, CIPD) are an advantage.
