We are looking for a
Tender Office Manager
, for an important player within construction sector

Responsibilities:

  • Lead and coordinate the tendering office for construction projects on the Romanian market.
  • Supervise a small team responsible for tender calculations, cost estimations, and eligibility documentation.
  • Review and validate tender documents to ensure compliance with legal and contractual requirements.
  • Prioritize and delegate tasks effectively to meet tight submission deadlines.
  • Collaborate with technical, legal, and project management teams to prepare complete and competitive offers.
  • Maintain strong knowledge of Romanian public procurement regulations and tender procedures.
  • Monitor upcoming tenders and proactively prepare strategies for participation.
  • Evaluate technical specifications and cost estimates in rail projects, ensuring alignment with tender requirements and budget constraints.

Desired skills/ competencies:

  • In-depth knowledge of the local market and regulations.
  • University degree in Civil Engineering, Construction Management, Business Administration, or related field (preferred).
  • Proven experience in tender management within the construction industry (3–5+ years).
  • Strong organizational skills and ability to work under pressure with strict deadlines.
  • Proficiency in MS Office (Excel, Word, PowerPoint); experience with tendering/project software is an advantage.
  • Team leadership skills with ability to motivate and guide a small team.
  • Knowledge of Public Tender Procedures
    : Understanding of Romanian tender procedures, particularly for public infrastructure projects. This includes demonstrated expertise in overseeing the development and submission of comprehensive technical and financial offers to ensure compliance with tender requirements.

Location: Bucharest

Schedule: Monday – Friday
