Role Description

We are looking for a strategic and performance-oriented
Procurement Manager
, responsible for overseeing the entire procurement cycle – from planning and budgeting to supplier, contract, team, and partnership management. You will play a key role in optimizing processes and supporting the organization's objectives through proactive and collaborative leadership.


Main Responsibilities


Planning and Budgeting

Develop and implement annual and multi-year procurement plans aligned with the organization's strategy and approved budget;

Manage allocated budgets, ensuring financial discipline and identifying opportunities for cost optimization;

Contribute to the development of procurement policies and procedures in compliance with applicable regulations;

Coordinate the annual procurement calendar and ensure its periodic update based on organizational needs.


Procurement Process and Order Management

Oversee the full procurement process: internal requests, needs analysis, order placement, delivery, and compliance with contractual documents;

Ensure traceability of decisions and adherence to both internal and legal procurement rules;

Prioritize purchase orders and track delivery timelines to avoid operational bottlenecks;

Verify the completeness and accuracy of procurement documentation, including justifications, offers, comparative analyses, and purchase orders.


Supplier, Contract, and Partnership Management

Manage existing supplier relationships and identify new strategic partners that bring added value;

Negotiate commercial and contractual terms, and evaluate supplier performance on an ongoing basis;

Initiate and strengthen long-term partnerships with key suppliers based on mutual trust and win-win principles;

Review contracts periodically and ensure updates in line with regulatory or operational changes.


Team Management

Lead, motivate, and develop the procurement team, setting clear objectives and supporting their achievement;

Foster a culture of collaboration, accountability, and integrity;

Conduct regular performance evaluations and define individual development plans;

Promote knowledge transfer and best practices within the team, encouraging continuous learning.


Control and Continuous Improvement

Monitor contract execution, order status, and actual spending versus budget;

Propose efficiency improvements through digitization and automation of procurement processes;

Analyze procurement performance indicators and report progress to senior management;

Identify procurement risks and implement preventive and corrective actions.

What We Expect from You

University degree (preferably in economics, law, or technical fields);

Proven experience in procurement management, supplier relations, and team coordination;

Experience in procurement within the IT&C sector, technical solution integration (hardware/software), or complex technology projects

Solid knowledge of budgeting, negotiation, contract management, supplier evaluation, and risk control;

Excellent management, communication, and stakeholder engagement skills;

Strategic thinking, analytical capabilities, and result-oriented mindset;

Advanced level of English.
