Context/Role

We are looking for a skilled Health and Safety Expert to ensure compliance with occupational health and safety regulations in Romania while taking on the additional responsibilities of an Office Manager. In this dual-role, you will be responsible for developing and implementing health and safety policies, conducting risk assessments, and promoting a culture of safety among employees. Additionally, you will manage office operations, coordinate administrative tasks, and facilitate a productive work environment.

Your role:

As Health and Safety Expert & Office Manager you will have the following responsibilities:

Health and Safety Responsibilities

  • Develop, implement, and maintain health and safety policies compliant with Romanian legislation (e.g., Law No. 319/2006, Government Decision No. 1425/2006).
  • Identifying the existing risks of accidents at workplaces as well as the identification of new risks arising as a result of changes in working conditions, any new activities, the purchase of new technical equipment, execution of special works.
  • Preparing the professional risk identification sheet in order to carry out the medical check-up upon employment.
  • Oral and written information of the unit's management regarding the identified risks and the proposal of appropriate preventive measures.
  • Inspection of the workplace in order to detect any new emerging risk, taking the appropriate preventive measures immediately.
  • Carrying out, on the basis of the "Training Program", specialized training for all categories of personnel, according to the periodicity established by internal instruction.
  • Recording of individual training sheets according to the pre-set training topic as well as new situations reported on the spot.
  • Signing the forms, supervising the signing of the forms by employees and workplace managers.
  • Training of personnel proposal with responsibilities in the field of OSH. Elaborating OSH documents, signing by responsible persons, stamping, granting no. of registration, as appropriate.
  • Archiving documents and OSH files.
  • Diffusion, installation of security indicators to signal risks.
  • Checking the wearing of PPE and the functioning of the means of collective protection.
  • Advising the head of the unit on the actions to be taken in the event of an accident, breakdown or inspection by ITM.
  • Advising the head of the unit regarding the provision of sanitary materials and protective food (eg. mineral water in the summer and "tea" in the winter).
  • Appropiate collaboration with the direct manager (hierarchical superior).
  • Presentation of weekly activity reports as required.
  • Appropriate collaboration with the unit's medical service.
  • Appropriate collaboration with the human resources service of the unit (newly hired workers, workers leaving the unit, workers in CO or CM).
  • Appropriate collaboration with the Occupational Safety and Health Committee of the unit in which he/she will hold the position of secretary.
  • OSHC activity management.
  • Appropriate collaboration with the higher management of the unit.

Office Management Responsibilities:

  • Oversee daily office operations, ensuring a safe, organized, and efficient work environment.
  • Coordinate office maintenance, logistics, and supplies management to support staff needs.
  • Be aware of office budgets, expenses, and resource allocation while seeking cost-effective solutions.
  • Facilitate communication and collaboration among different departments to promote an integrated work culture.
  • Support HR functions, including onboarding, training, and employee engagement initiatives.
  • Assist in organising office events, meetings, and workshops.

Your profile:

Experience

  • Minimum of 3-5 years of experience in health and safety roles, preferably within an office or corporate environment.
  • Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related field or Post-universatary course (240 hours) Health & Safety
  • Valid health and safety certification as per Romanian law (e.g., Inspectoratului Teritorial de Muncă certification, NEBOSH, or similar hours
  • Proven experience in office management or administrative roles.

Knowledge and Skills

  • Strong knowledge of Romanian health and safety regulations, best practices, and compliance requirements.
  • Excellent communication, leadership, and organizational skills.
  • Good knowledge in Microsoft Office Suite and other relevant software.
  • Fluent spoken and written English
