Location: Tileagd, Bihor County, Romania

Responsibilities
:

  • Lead end-to-end HR setup for the new manufacturing facility in Romania.
  • Establish HR operational processes compliant with EU and Romanian labor regulations.
  • Develop in-depth knowledge of the Romanian and Eastern European talent markets; build recruitment channels for technical workers, engineers, and managerial talent.
  • Drive cross-cultural team integration and coordinate collaboration mechanisms between Chinese expatriates and local teams.
  • Ensure full compliance of factory HR operations with EU GDPR, the Romanian Labor Code, and industry safety standards to mitigate legal risks.
  • Manage employee disputes, trade union consultations, and labor inspectorate engagements to maintain stable industrial relations.
  • Develop standardised HR systems covering recruitment, training, performance, and employee development to support future European expansion.
  • Design productivity-focused performance evaluation frameworks.
  • Align with China HQ HR policies while driving cultural and procedural localisation; support HR needs across other European regions.

Qualifications
:

  • Romanian or EU citizenship with fluency in English.
  • 5+ years of HR management experience in manufacturing; prior success in greenfield factory setup or building teams from scratch preferred.
  • Expert knowledge of Romanian labor law, EU employment directives, and data protection regulations (GDPR).
  • Established networks with local recruitment channels, government labor authorities, and industry associations in Romania.
  • Proven experience in collective bargaining, trade union relations, and handling critical employee incidents.
  • Familiarity with Eastern European compensation benchmarks and benefit preferences; ability to design independent remuneration structures.
  • Results-oriented professional skilled at overcoming recruitment and compliance bottlenecks in resource-constrained environments.
