We are recruiting for our client, an
integrated architecture services company
, a
Tendering and Bidding Engineer.

Objectives

Planning, structuring, and coordinating the entire technical and economic bidding process for public tenders.

Direct contribution to the company's development strategy.

Ensuring a competitive, coherent, and legally compliant approach, aligned with market requirements and applicable regulations.

Responsibilities

  • Analyze tender documentation and extract relevant requirements for bid preparation.
  • Prepare and verify technical and financial proposals in collaboration with the involved teams.
  • Coordinate the tendering team by setting tasks, deadlines, and responsibilities.
  • Identify and manage subcontractors or external partners.
  • Plan and monitor the submission schedule for multiple tenders simultaneously.
  • Communicate with contracting authorities and private clients for clarifications and updates.
  • Ensure the compliance of technical and administrative documentation with applicable legislation and client requirements.
  • Transfer relevant technical and contractual information to the design department post-award.
  • Propose technical and procedural solutions to optimize the tendering process.
  • Develop and update the internal database regarding tenders, partners, and lessons learned.
  • Draft and verify supporting documents such as letters of intent, technical proposals, cost estimates, bills of quantities, etc.
  • Facilitate knowledge and best practice transfer within the team.
  • Participate in the evaluation of the tendering team's performance and propose improvement measures.

Requirements

  • Higher technical education: Architecture, Civil Engineering, Structural Engineering.
  • Minimum of 5 years of proven experience in a similar role.
  • Solid knowledge of standards, legislation, and regulations in the construction and public procurement sectors.
  • Ability to interpret and use Gantt charts.
  • Experience in technical and economic bidding.
  • In-depth knowledge of public procurement and construction legislation (e.g., relevant national laws).
  • Strong coordination skills for multidisciplinary teams.
  • Proficiency with bidding and cost estimation applications, as well as MS Office (Word, Excel, Project).
  • Familiarity with specialized software for Gantt charts.
  • Ability to manage and customize project software tools.
  • Essential: Romanian - fluent (written and spoken).
  • Preferred: English - fluent (written and spoken) and other foreign languages.
