Summary of Duties: 
Under the general direction of the Migration Program Manager or an Officer, the Program/Case Analyst provides program, coordination and administrative services in support of the delivery of Canada’s Immigration and Refugee programs. Specifically, Program/Case Analysts are responsible for: 
supporting managers and officers in analyzing and assessing documents and applications, including complex, high profile, sensitive files; 
assisting in the identification and analysis on risks associated with the processing of immigration applications;
managing and responding to requests for advice and guidance; 
coordinating administrative functions for IRCC programs and making recommendations for service delivery changes; 
supervising one or more administrative position(s) by giving direction to subordinates including allocation of work, training and conducting related performance management assessments; 
contributing to reporting and liaison, program integrity and, promotion and related activities, if applicable; 
preparing correspondence, spreadsheets and presentations; 
engaging and networking with internal and external stakeholders; 
performing other duties as required / appropriate. 
The incumbent would be extremely organized, would exercise initiative in organizing work and resolving complicated problems. The incumbent would be required to execute diplomacy, discretion, and the highest level of integrity in all aspects of work and personal life, adhering to Canada's Privacy Law and Values and Ethics.

ESSENTIAL QUALIFICATIONS 
Candidates will initially be screened against the Essential Qualifications relating to education, language* and experience.

Education: 
Candidates will be required to provide proof of the completion of their education. 
Bachelor’s degree from a recognized university 
Language: 
Advanced level in English (written and spoken) 
Experience: 
24 months of experience in two or more of the following areas: 
migration-related matters, including but not limited to regular and irregular migration, fraud, visa, consular work, or similar; 
conducting research, analysis and reporting in a professional and/or academic capacity;
developing / managing relationships and outreach with internal and/or external 
organizational partners and stakeholders, which could include governmental and non 
governmental organizations 
RATED REQUIREMENTS 
The Rated Requirements are part of the essential qualifications and are relating to knowledge, abilities and competencies. Methods of assessment for rated requirements may include, but are not limited to, a written examination, an oral interview (online pre recorded/live or in-person), role-play, practical tests, presentations and/or psychometric assessment.

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications. 
Advanced level in French (written and spoken) Experience developing a network of professional contacts 
Experience working at an Embassy, High Commission, or international organization Experience supervising staff and conducting performance management assessments. Experience in data analysis, including interpreting data, analyzing results, writing queries and macros to extract data; 
Experience reporting on risks associated with immigration-related matters or developing and conducting anti-fraud / quality assurance exercises; Experience in web or software development tools, such as Access, Python, PowerBI, Oracle or similar. 
Operational Requirements: 
Normal working hours are per week Mondays to Thursdays (08:00 to 16:30) and Fridays (08:00 – 13:30) 
Some overtime required (on week days and/or during weekends if job demands) 
Some occasional travel may be necessary Able to sustain prolonged periods of sitting and eye focus 
Ability to work on Romanian holidays when the Embassy is open 
Conditions of Employment: 
Conditions of employment must be met or complied with before being appointed to a particular position, and are to be maintained throughout the
employment while being the incumbent of this position. 
- Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period. 
- Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.
