Reporting into the Associate Director Policy & Government Relations, the Healthcare Policy Manager supports the development and implementation of our Company’s strategic policy plans on non-communicable diseases. In particular this includes driving change in, or adaptation of, our Company’s key policy issues, i.e. to secure that our Company's view is well-known through proactively establishing and maintaining an open dialogue between our Company and key external stakeholders. This requires a comprehensive understanding of the Romanian policy environment and the positions of the key policy stakeholders, as well as solid analytical skills.
The Healthcare Policy Manager enhances our Company’s visibility and reputation through discussions and dissemination of our Company views on policy issues to policy makers, political influencers, and key interest groups such as non-profit organizations. In addition, the Healthcare Policy Manager will seek to position our Company’s solutions into the context and needs of the Romanian health system as laid out in political frameworks, thus strategically informing also the our Company organization. Furthermore, strong presentation skills will be a prerequisite for the Healthcare Policy Manager.
Job role
- Development of strategic policy plan on non-communicable diseases together with the Associate Director Policy & Government Relations.
- Monitor and analyze political and regulatory environment (RO and EU) issues which might have an impact on the Company business.
- Identify and predict key developments and issues that might bring new opportunities to the business goals and anticipate potential threats. Provide a strategic guidance to the Company leadership and possible business response.
- Prepare analyses and policy background papers to ensure internal alignments within relevant teams and roles.
- Develop evidence and position papers for advocacy messaging.
- Planning and executing policy-related activities, hereunder political meetings, round table discussions, seminars and conferences.
- Developing and maintaining an open dialogue between our Company and key policy stakeholders, both political and administrative, at the national level.
- Creating and maintaining good relationships with key interest groups such as non-profit organizations.
- Liaise with and represent our Company interests in industry associations, relevant networks and clusters.
- Ensure a good collaboration across individual business units and other functions on the national, regional and global levels ensuring close alignment with regional/global strategies.
Experience & competencies required
- Minimum of three (3) years of experience in local healthcare policy environment. Experience in working in a political organization, preferably in a political secretariat, Parliament, ministry, governmental body, public affairs in a consulting company or pharmaceutical company is an advantage
- University degree in public health, law, economics, political science, or related field
- Strong analytical skills
- Strong and sound ethical platform in line with our Company’s core values
- Highly skilled communicator with ability to network effectively both internally and externally
- Self-motivated and ability to work under pressure, good prioritization skills
- Strong project management and problem-solving skills
- Strong negotiation and presentation skills
- Strong language skills, both verbally and in writing, in Romanian and English. Additional languages are an advantage.
